May 1994, US Sec. of Commerce approved the Federal Digital Signature Standard (DSS) as FIPS 186
- Public-key signature, not encryption algorithm
- Could not support secure exchange of encryption keys

June 2000, E-Sign (Electronic Signatures in Global and National Commerce Act)
- Eliminates legal barriers to the use of electronic technology for signing contracts, collecting and storing documents and receiving notices and disclosures
- Applies broadly to federal and state legislation and regulations governing private sector commerce
